		<description>Read the story folks.  Its not about collecting Rainwater.  its about illegally blocking the flow of water to a river. If someone walks on your property are you allowed to shoot them?  Rob them? Detain them?  Are you allowed to grow marijuana? Make moonshine? Run a prostitution ring?  Test a nuclear weapon?  NO!  Just because its your property doesn&#039;t mean you can do what you want with it regardless of who else it may be affected.  Thank god.  And shame on you people who don&#039;t take the time to actually read and find out the whole story before you mouth off about how unjust everything always is. Many Oregonians have told me that it&#039;s totally legal to catch rain water there and  this is what is in the Oregon local news on this story:

What Harringon actually did was illegally damned publicly owned waters passing through his land and collected &quot;about 40 acre feet; enough to fill almost 20 Olympic-sized swimming pools&quot; in &quot;man-made reservoirs feature boat docks, boats, and were stocked by Harrington with trout and Bluegill for recreational fishing,&quot; and prevented the water from continuing on it&#039;s natural and normal route and blocked others downstream from the water. Then the state tried to work with Harrington for TEN YEARS to get him to stop doing this, he was cited, he paid fines, but soon as his probation ran out or the fines were paid, he kept blocking the water and filling these illegal reservoirs and denying water to others downstream. After ten years of trying to work with him and seeing him over and over and over in court and hearing him promise he wouldn&#039;t do it again and then seeing him again the court finally sent him to jail. Harrington never applied for a permit for the dams and has never had one.</description>
